Establishment and management of a database on vulnerability issues in Thailand and Vietnam

Summary

The role of the sub-project (phase 2) in the Research Unit is two-fold. First, its central contribution is to organize and to implement the extension of the existing two-year panel of rural household data in Thailand and Vietnam by two more waves to be conducted in 2010 and 2011. Including the proposed data collection, the data set is going to cover four waves and a time period of five years in total. This period therefore captures important events such as the hike in food commodity price and the global economic crisis. This panel data set will provide a unique and rich data source for the Research Unit to testing and advance vulnerability concepts. As shown by the results of the first phase of the Research Unit remittances are an important source of income. In an uncertain environment rural households are highly dynamic in their formation processes and the composition of household membership. Therefore, in addition to the two panel waves it is intended to interview domestic migrants affiliated with the rural households. This will allow to more adequately capturing their contribution to welfare and the coping capacity but also the degree of risk caused by migration. Another area in which the sub-project is going to contribute concerns the measurement and spatial pattern of vulnerability. For this purpose the consistency of alternative vulnerability indicators with stochastic orderings, which provide a generic and robust benchmark, will be analyzed. Finally, the implication of the choice of vulnerability concept for the spatial pattern suggested by vulnerability maps will be examined and updated to generate augmented vulnerability maps.
